Development Services: Building Permits

The City of Athens requires a building permit for all new construction and most modifications to any existing structures.  Building or construction activities may not begin prior to the issuance of a permit.

Building Permit Application

A permit is required to build, alter, enlarge, or repair any residential or commercial structure within the city limits. All building permit applications are reviewed by the Development Services Department prior to issuance.  Commercial building permit applications are also reviewed by the Fire Department, Public Works Department, and in some cases are referred to state departments (such as TxDOT) for review.

The in addition to new construction or remodels, the a Building Permit application is required for most accessory buildings, additions, or modifications made by a licenced tradesperson (plumber, electrician, HVAC, etc.).

Building Codes

The City of Athens has adopted the 2006 International Building Codes and 2005 National Electric Codes.  Specifically, the adopted codes are:

  • 2015 International Building Code
  • 2015 International Residential Code
  • 2015 International Plumbing Code
  • 2015 International Mechanical Code
  • 2015 International Fuel Gas Code
  • 2015 International Fire Code
  • 2015 International Energy Conservation Code
  • 2014 National Electric Code
