Water Service

A core service of the City of Athens is to provide reliable, high-quality water and sewer service to its residential and commercial properties.  

This service begins with the conversion of raw Lake Athens water into clean, drinkable water at the AMWA-owned Water Treatment Plant.  The city then ensures that drinking water is distributed to all parts of the city through continual maintenance of our citywide distribution pipes and water towers.  Finally, wastewater is collected and biologically treated at one of two Wastewater Treatment Plants before reentering the environment.  Your city water staff are highly trained, highly experienced, and licensed by the State of Texas to perform this essential municipal function.

Residential and Commercial Water Service

For assistance with their water service accounts, customers may contact Athens City Hall between the hours of 8:00am – 5:00pm, Monday through Friday, at (903) 675-5131

New Water Service

New utility customers are required to complete an application in person, provide picture identification, proof of residence (such as a lease agreement or ownership documents), and pay deposit and service fee to establish an account.  

Transfer Service

To transfer service to a new address, you must come to the Utility Billing desk at City Hall and pay the required thirty dollar ($30.00) transfer fee, provide picture identification, and proof of residence.

Disconnect/Termination of Service

To request that your water be disconnected/terminated, you must call the Utility Billing Department at (903) 675-5131 or come to the Utility Billing desk at City Hall during normal business hours.

Water Payments

Online payments are available at www.municipalonlinepayments.com/athenstx. Payments may also be made in person or by mail.  For your convenience, the City has a drive-thru and drop-box located at the rear of City Hall, and accepts Visa and MasterCard when payments and/or deposits are made in person. As of April 27, 2020, credit or debit card payments can be made over the phone by calling 855-612-9049.  The City is not responsible for cash that is deposited into the drop-box.

Disconnection Due to Non-payment

If your service has been disconnected due to non-payment, you must come to the Utility Billing Department during normal business hours and pay a fifty dollar ($50.00) reconnection fee in addition to the amount of the past due bill to restore service.  If service is restored after normal business hours the reconnection fee will be one-hundred dollars ($100.00).  If your account has been closed out for non-payment, you will also be required to pay a new deposit and service fee to re-establish service.
